French-speaking candidates are now qualified for more points

For speaking French, or being bilingual, Express Entry candidates may get more CRS points.

Candidates for Francophone and French-speaking Express Entries are also eligible for additional points in their immigration application.

Canada’s immigration minister, Marco Mendicino, announced that additional points under the Express Entry scheme would be awarded to French-speaking and bilingual candidates.

For their language skills, French-speaking candidates will now earn 25 additional points, up from 15. Bilingual candidates can now receive 50 points, up from 30 in the past.

By 2023, Canada plans to accept 4.4% of French-speaking immigrants outside Quebec. According to a government media release, this new programme is intended to help Canada achieve this aim once travel restrictions finally ease.

In 2019, the percentage admitted to Canada outside Quebec by French-speaking immigrants was 2.82 percent.

Between 2003 and 2019, over 60,000 French-speaking immigrants came to Canada. The figure was 8,645 new French-speakers in 2019 alone.

To support the consolidation of a Francophone integration pathway and horizontal policy growth, IRCC is investing $40.8 million over five years.

About the scheme for Express Entry

For three federal immigration programmes: the Federal Skilled Worker Program, the Federal Skilled Trades Program and the Canadian Experience Class, Express Entry is an application management framework.

A score based on the Detailed Ranking System (CRS) is given to qualified candidates. Points are awarded in English or French for human capital factors, such as age, job experience, education, and language capacity.

Invitations to Apply (ITAs) are issued to the top scoring applicants via daily Express Entry drawings.

If an ITA is obtained by an applicant, they may then apply for permanent Canadian residence.

Express Entry draws every two weeks are usually held by Immigration, Refugees and Citizenship Canada (IRCC).

The IRCC has recently held larger draws than ever before. 4,500 ITAs were given to Express Entry candidates for the draw on October 14. There have been 82,850 ITAs issued this year as of this date.

In 2019, the number of French-speakers invited to apply for permanent residency reached 5.6%, up from 4.5% in 2018.
The province of Quebec has its own immigration system which targets immigrants who speak French.
